Assisting Disabled Parents and Guardians Throughout Care Proceedings

Parenting is one of the most important and rewarding roles you will ever take on. However, it is far from easy; it comes with many ups and downs, along with significant challenges and demands. At Enabled2Parent, we hold disabled parents and guardians in high regard and recognise that you are the experts in your own families. We understand that accessing the support, help, and recognition you deserve as a disabled parent or guardian can often be difficult. Our mission is to assist disabled parents in finding solutions to challenges and to foster more satisfying connections with their children. Adult services often do not adequately support disabled individuals, even though they are entitled to support under the Care Act. This lack of support poses significant risks, including the increased likelihood of their children being removed from their care. According to research published in 2024 by the Nuffield Trust, only 26% of people with learning disabilities are registered on their GP surgery's learning disability register. While there were some areas of good practice, particularly where a dedicated learning and disability team was embedded in adult social care, most children's social workers faced challenges when working with disabled parents or suspected disabled parents.

Care Act Eligibility Criteria

To qualify for care and support under the national minimum threshold, an individual must meet three conditions:

  1. Their needs must arise from a physical or mental impairment or illness, such as a learning disability.
  2. They must be unable to achieve at least two of ten specified outcomes, one of which includes carrying out parenting responsibilities.
  3. Their inability to meet these outcomes must have a significant impact on their well-being.

The Struggle to Access Support

Legal experts argue that many disabled parents clearly meet these criteria, yet support is often denied unless the disability significantly affects daily life. Adult social care services frequently defer to children's services, leaving parents without proper support. When disabled parents are not actively engaged with services, social workers may fail to recognise their needs, leading to missed opportunities for early intervention.
